  1. Second Reading and Final Adoption of Ordinance No. __-19, Fifth Series, An Ordinance to Amend Section 7-7 of the Code of Ordinances to Administer and Regulate the Public Rights of Way in the Public Interest and to Provide for the Issuance and Regulation of Right of Way Permits (Council action)

 

OPENING BIDS (AND/OR QUOTES)

  1. Authorize Fire Department purchase of Lakeland 6 oz. Nomex Two-piece Wildland Gear from low quote of Grand Forks Fire for $5,040 payable from General Supplies, 101-41200-2110, and approve $2,500 reimbursement from Minnesota DNR Grant by invoice before June 15, 2019 (Council action)

     

OLD BUSINESS

  1. Authorize travel and training expenses for Council to attend the League of Minnesota Cities Annual Conference June 26-28, 2019 in Duluth, MN (Council action)

     

CONSENT AGENDA
The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present. Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda. (Council action)

  1. Approve change to training schedule for Street Commissioner, attend the MN-AWWA Northeast Waterworks Operator school May 8-10 in Grand Rapids, MN instead of going to the MN-AWWA Annual Conference September 17-20 in Duluth, MN

 

NEW BUSINESS

  1. Presentation and request by the Voyage Forward Marketing Partnership to assist in preparation of marketing videos to external audience (Council information/action)
  2. Minnesota Council of Airports select the Falls International Airport for the Outstanding Leadership in Airport Planning, Environment & Strategic Initiative Award for 2018 (Public information)
  3. Resolution No.
    -19 authorizing execution of Minnesota Department of Transportation FY2020 Grant Agreement for Air Service Marketing (Council action)
  4. Acknowledge retirement of Brad Hopke from the Public Works Department after more than 29 years of service effective end of day April 26, 2019 (Council information)
  5. Acknowledge promotion of Police Captain position, as presented by Chief Mastin (Council information)
  6. Authorize replacement to vacant Patrol Officer position (Council action)
  7. Midcontinent Communications (MIDCO) information notice about price adjustments (Public/Council information)
  8. Set public hearing for U. S. Highway 53 Project Municipal Consent process (Council action)
  9. Approve Public Works and Infrastructure Committee recommendations for 2019 improvement projects (Council action):
    1. Municipal State Aid (MSA) reclaim and repave project with some curb and gutter and ADA sidewalk improvements on 14th Ave. from 11th St. to Hwy 71
    2. 8th Ave. East bituminous paving from 19th St. to 150 ft. South of 20th St.
    3. Shorewood Drive Bituminous reclaim and paving from Service Road Northwesterly 450 ft.
    4. Watermain Projects:
      1. Randy’s/Sears alley install six-inch Water Main and services via horizontal directional drilling (HDD).
      2. Highway 53 between 18th St. and 20th St. install six-inch HDD water main and reconnect services.
      3. Highway 53 install one-inch copper services by HDD between 15th St. and 18th St. and 20 St. to Crescent Drive/Hwy 53 access road.
      4. 6th St. from 4th Ave. to the alley East of Hwy. 53 install by HDD 8 in. water main and reconnect services.
    5. Sanitary Sewer Projects:
      1. Area 1 clean deposits/encrustations then televise mains from 7th Ave. to 2nd Ave. North of 5th St.
      2. Area 2 clean deposits/encrustations then televise mains from 5th Ave. to 2nd Ave. North of 9th St.
  10. Reconsider approval of Inflow and Infiltration Investigation and Elimination Agreement as revised by NKASD and authorize signatures (Council action)
  11. Ad Hoc Committee recommendation to authorize funds for advertising and conducting commercial and residential clean-up day (Council action)
  12. Any other business.
