A special meeting of the City Council of the City of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on Monday, the 3rd day of January, 2020, at the hour of 3:32 P.M.

 

MEMBERS PRESENT:     Councilors Buller, Ditsch, Krause, and Mayor Droba.

MEMBERS ABSENT:    Councilor Nelson.

 

CONSIDER RESOLUTION TO PROVIDE AUTHORIZATION TO EXECUTE NORTHEAST MINNESOTA TRANSPORTATION ALTERNATIVES SOLICITATION APPLICATION AND AUTHORIZE SIGNATURES

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

CONSIDER RESOLUTION TO AGREE TO MAINTAIN FACILITIES CONSTRUCTED WITH FEDERAL TRANSPORTATION FUNDS AND AUTHORIZE SIGNATURES

Mayor Droba introduced the agenda item. Administrator Anderson provided a brief description of the proposed project to construct a 5 ft. concrete sidewalk on the south side of 11th St. to create a Safe Route to School (SRTS) from Highway 53 to 8th Ave. in accordance with the existing SRTS plan. A second part of the project will be to create a 10 ft. wide bituminous trail link from 7th St./Highway 53 to 2nd Ave. and north on the east side of 2nd Ave. to the area between 2nd St. and the International Bridge border crossing. This trail is proposed to link the new trail to be constructed on the east side of Highway 53 with the existing trail constructed by Koochiching County on the north side of Highway 11 East (the Waters of the Dancing Sky Scenic Byway). The work is proposed to be completed in 2022 when the adjacent roads will also be improved. A resolution is necessary to authorize submittal of the application to the Arrowhead Regional Development Commission (ARDC) seeking $230,563 in Federal Transportation Alternatives program grant assistance. The local share will be an estimated $57,641.

 

Mayor Droba stated he was extremely pleased and thankful for the many letters of support provided by companies and other agencies. He noted the improvement is identified in our Comprehensive Plan and future capital improvement projects in order to bring people in our community together. It will also create opportunities with tourists to safely connect with our hospitality industry, Voyageurs National Park, and other destinations.

 

MOTION by Councilor Krause to adopt Resolution No. 01-20, Resolution to Provide Authorization to Execute Northeast Minnesota Transportation Alternatives Solicitation Application and Authorize Signatures. Motion seconded by Councilor Buller and carried unanimously.

 

MOTION by Councilor Ditsch to adopt Resolution No. 02-20, Resolution to Agree to Maintain Facilities Constructed with Federal
Transportation Funds and Authorize
Signatures. Motion seconded by Councilor Buller. Brief discussion followed on snow removal from the trail and sidewalk. Motion carried unanimously.

   

ADJOURNMENT
