March 27, 2020 Special City Council Meeting Minutes

12:00 P.M.

 

A special emergency meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building and via Zoom Conferencing on the 27th day of March, 2020 at the hour of 12:05 P.M.

 

MEMBERS PRESENT:      Councilor Ditsch, Nelson, Krause, and Mayor Droba. Councilor Buller, media, and public via Zoom Conferencing. All members noted they could hear the others and the discussion.

MEMBERS NOT PRESENT: None.

 

OLD BUSINESS: Review Governor Walz’s Executive Order 20-20 and Koochiching County Declaration of Emergency

City Administrator Anderson reviewed Governor Tim Walz Emergency Executive Order 20-20 Directing Minnesotans to Stay at Home and stated ‘Koochiching County declared and emergency on March 24th.

   

ADOPTED
Resolution No. 28-20, Proclamation and Declaration of Emergency Due to COVID-19 Health Pandemic with exhibits and discussion of associated issues

City Administrator Anderson stated that declaring a local emergency would allow the City of International Falls to receive funds in the future. City Administrator Anderson also shared Exhibit A – Infectious Disease Continuity of Operations Plan and Exhibit B – International Falls Community Containment and Mitigation Strategies. MOTION by Councilor Ditsch to adopt Resolution No. 28-20, Proclamation and Declaration of Emergency Due to COVID-19 Health Pandemic with Mayor Droba being listed as the decision-maker on page 2 of Exhibit A. Motion seconded by Councilor Nelson. Motion passed 4-0 with Councilors Ditsch, Nelson, Krause, and Mayor Droba voting ‘yea’ and Councilor Buller was inaudible.

   

NEW BUSINESS: APPROVED closing local boat accesses to Pat Roach landing and the Ron Hall DNR-owned landing at Shorewood Dr.

MOTION by Councilor Krause approving the closure of local boat accesses (Pat Roach landing and the Ron Hall DNR-owned landing at Shorewood Dr.) until considered at the April 6, 2020 Council meeting. Motion seconded by Councilor Ditsch. Motion passed 4-0 with Councilors Ditsch, Nelson, Krause, and Mayor Droba voting ‘yea’ and Councilor Buller was inaudible.

Ordinance No. 34, 5th Series, An Emergency Ordinance necessary for the immediate preservation of the Public Health

MOTION by Councilor Krause approving Ordinance No. 34, 5th Series, An Emergency Ordinance necessary for the immediate preservation of the Public Health. Motion seconded by Councilor Nelson. Motion passed 4-0 with Councilors Ditsch, Nelson, Krause, and Mayor Droba voting ‘yea’ and Councilor Buller nodding ‘yea’ as he was inaudible.

   

DEED Emergency Loan Program for Minnesota Small Businesses

City Administrator Anderson shared the DEED Emergency Loan Program for Minnesota Small Businesses. Local businesses may contact KEDA, a local Financial Institution or the DEED website for additional information.
