Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
  2. The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
  3. Attendance by the public is not feasible due to the health pandemic.
  4. At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
  5. All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

CONSENT AGENDA
The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present. Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda. (Council action)

  1. Approve reappointment of Shaila Spry to serve as City Beach Camp Host in 2021 from Memorial Day weekend through Labor Day weekend.
  2. Authorize staff to seek quotes for purchase and installation of a security access system for City buildings.

  2. Authorize and sponsor I Falls Nice to use City Beach for two free movies on September 11 (Jaws) and 12th (The Great Outdoors), Mayor Droba (Council action)
  3. Adopt Resolution No. ___-20 approving application for exempt permit for MN Deer Hunters Association, Trails End Chapter to conduct a raffle with the drawing to be held on November 24, 2020 at Backus Community Building, International Falls (Council action)
  4. Resolution __-20 Approving the sale of various parcels of tax forfeit property located within the city limits of International Falls in response to Koochiching County Land Commissioner (Council action)
  5. Resolution __-20, Declaring equipment as surplus from the Police and Public Works Departments and authorize public auction on-line via Do-Bid (Council action)
  6. Resolution No. __-20 in support of adoption of bonding bill by the Minnesota Legislature (Council action)
  7. Resolution __-20 revising assigned fund numbers for Airport effective January 1, 2021 and approving blanket authorizations for distributing Airport grant project receipts (Council action)
  8. Approve demolition application for removal of two structures at 2105 and 2107 3rd Ave. West (Council action)
