A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 2nd day of August, 2017 at the hour of 1:00 P.M.
MEMBERS PRESENT: Councilors Droba, Pearson and Mayor Anderson
MEMBERS ABSENT: Councilors Briggs, Jaksa
OTHERS PRESENT: Brad Ettestad, Chrystal Clance, Betty Bergstrom, and Ken Anderson

APPROVED appointment of Finance Officer for the City of International Falls |
MOTION by Councilor Droba to approve the appointment of Brad Ettestad to the position of Finance Officer. Motion seconded by Councilor Pearson and carried unanimously. |

ADOPTED Resolution No. 41-17 approving payment of claims as recommended by the International Falls Airport Commission |
MOTION by Councilor Droba to adopt Resolution No. 41-17 approving payment of claims as recommended by the International Falls Airport Commission in the amount of $16,042.36. Motion seconded by Councilor Pearson and carried unanimously. |

APPROVED expenditure not-to-exceed $1,400 for the June Neighborly Clean-up excluding event fees, HRA donation, and expenditures approved for volunteer recognition |
MOTION by Councilor Droba to approve expenditure not-to-exceed $1,400 for the June Neighborly Clean-up excluding event fees, HRA donation, and expenditures approved for volunteer recognition. Motion seconded by Councilor Pearson and carried unanimously. |

CONVENED in a closed session for purposes of discussing appropriate negotiating strategies and team for the upcoming labor negotiations |
MOTION by Councilor Droba to convene in a closed session for purposes of discussing appropriate negotiating strategies and team to be appointed for the upcoming labor negotiations for three contracts with unions representing employees that will each expire December 31, 2017, pursuant to Minnesota State Statute 13D.03, Subd. 1(b). Motion seconded by Councilor Pearson and carried unanimously at approximately 1:26 p.m. |

CONVENED the open meeting to disclose those present at the closed meeting |
Mayor Anderson reconvened the open meeting at 1:57 p.m.to disclose those present at the closed meeting. Those present included Mayor Anderson, Councilors Droba and Pearson, Deputy City Administrator Betty Bergstrom and City Administrator Ken Anderson. Mayor Anderson indicated the purpose of the closed session was to discuss negotiating strategies for review of union contracts. No action taken as more review by the Council is necessary and any decisions will be made at a future date. |
