June 24, 2019 City Council Special Meeting Minutes
5:00 P.M.
A special meeting of the City Council of the City of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on Monday, the 24th day of June 2019, at the hour of 5:00 P.M.
MEMBERS PRESENT: Councilors Buller, Droba, Krause and Mayor Anderson.
MEMBERS ABSENT: Councilor Ditsch.
APPROVED Second reading and public hearing Ordinance No. 31, Fifth Series, Adopting and Imposing a One Percent (1%) Sales and Use Tax Paying for Transportation and Public Infrastructure Capital Projects; Collecting, Administering, and Enforcing the Tax; and Expenses and Debt Service on Bonds as approved by voter referendum and Laws of Minnesota for 2019; furthermore, approve publication on June 29, 2019 |
MOTION by Councilor Droba approving second reading and public hearing Ordinance No. 31, Fifth Series, Adopting and Imposing a One Percent (1%) Sales and Use Tax Paying for Transportation and Public Infrastructure Capital Projects; Collecting, Administering, and Enforcing the Tax; and Expenses and Debt Service on Bonds as approved by voter referendum and Laws of Minnesota for 2019; furthermore, approve publication on June 29, 2019. Motion seconded by Councilor Krause. Councilor Krause stated he received a few phone calls in regards to the funds being used for Transportation. Councilor Krause wants to be clear that the funds are to be used for Infrastructure only. Councilor Droba stated he had similar questions asking if funding would be used for the Airport. Councilor Droba and Mayor Anderson commented stating funds would not be used for the Airport, but public infrastructure projects only including streets, alleys, street lighting, water tanks and distribution system, sanitary sewers, storm sewers, etc. There being no other public comment received, the motion carried unanimously. |
APPROVED Resolution No. 42-19, Resolution Approving Minnesota Laws, First Special Session, Chapter 6, Article 6, Section 20 that authorizes a One Percent (1%) Sales and Use Tax to pay the cost of designated transportation and public infrastructure projects |
MOTION by Councilor Buller approving Resolution No. 42-19, Resolution Approving Minnesota Laws, First Special Session, Chapter 6, Article 6, Section 20 that authorizes a One Percent (1%) Sales and Use Tax to pay the cost of designated transportation and public infrastructure projects. Motion seconded by Councilor Droba.
City Administrator Anderson shared that the Resolution would be sent to the Commissioner of Revenue and Minnesota Secretary of State. Councilor Droba inquired why approval for the Resolution was required when it had previously been approved at the regular City Council meeting on June 17, 2019. City Administrator Anderson explained that the previous resolution outlining proposed projects for which sales and use tax proceeds will be used had to be adopted at a regular City Council meeting. The resolution presented for action today is necessary to approve the special law adopted by the Legislature and signed by the Governor, then the resolution and a certificate must be filed with the Secretary of State.
City Administrator Anderson shared the first resolution had two errors on the last page of the exhibit. The HWY 53 Project Improvements were shown with costs that were underestimated by $500,000.00 and the HWY 71 Project Improvements were overestimated by $500,000.00 with no overall change to the total costs.
Mayor Anderson explained the exhibit attached to the first Resolution listed all streets that could be eligible for funds from the Sales and Use Tax. Total costs of all projects is $110,110,113.00. Future meetings will be scheduled to discuss which projects the first monies will be used for that have regional significance. Motion carried unanimously. |
