September 9, 2019 City Council Special Meeting Minutes
2:00 P.M.
A special meeting of the City Council of the City of International Falls, Minnesota, was held to meet in closed session in the Council Chambers of the Municipal Building on Monday, the 10th day of June 2019, at the hour of 2:00 P.M.
MEMBERS PRESENT: Councilors Ditsch, Droba, Krause and Mayor Bob Anderson.
MEMBERS ABSENT: Councilor Buller (arrived in audience at 2:56 p.m.)
OTHERS PRESENT: City Attorney Steve Shermoen, Fire Chief Adam Mannausau, Paramedic Nathan Myers, and City Administrator Ken Anderson.
CALL TO ORDER and CONVENE CLOSED MEETING |
Mayor Anderson called the special meeting to order at 2:03 P.M. Mayor Anderson announced that the City Council would proceed into a closed meeting session with the above listed personnel present and a citizen to consider an Ambulance services billing dispute. MOTION by Councilor Krause to recess the open meeting and move to close the meeting to consider a patient request for a closed meeting to appeal Ambulance provider service charges and discuss related medical records data that is not public per Minnesota Statute, 13D.05, Subd. 2 (a)(4). Motion seconded by Councilor Ditsch and carried unanimously. |
RECONVENE OPEN SESSION

MOTION by Councilor Krause to adjourn the closed session at 3:29 P.M. and reconvene the open session of the City Council special meeting. Motion seconded by Councilor Droba and carried unanimously. |
ADJOURNMENT |
Mayor Anderson explained the Council adopted a motion affirming that a disputed Ambulance bill was a valid bill by unanimous vote (Councilor Buller was not present to vote). An additional motion was approved by majority vote directing the City Administrator to contact the City billing company and request that the collections process be suspended for a 120-day period to allow the patient that was transported by the Ambulance an opportunity to seek a claim for reimbursement from another party. The Council indicated it may consider another extension or setting up a payment plan at the end of the 120-day period.
