City of International Falls – Special Emergency City Council Meeting

4:00 P.M., Monday, June 22, 2020    

Council Chambers, Municipal Building, 600 Fourth Street

 

Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not

practical because of a health pandemic.

  1. The Mayor and all Councilors participating in the meeting can hear one another and can hear all

discussion.

  1. Attendance by the public is not feasible due to the health pandemic.
  2. At least one member of the City Council is physically present at the regular meeting, unless

unfeasible due to the health pandemic.

  1. All votes are conducted by roll call so each members’ vote on each issue can be identified and

recorded.

  1. Reconsider award of contract to Shannon’s for three-zone air conditioning/heating condenser unit and purchase of one 6,000 BTU indoor unit for the Firefighter Engineer office payable from the Fire Dept., Maintenance and Repair of Buildings – verbal report (Council action)
  2. Resolution No. __-20, Receive and File Petition for Vacation of Alley in the City of International Falls, Block 4, Franson’s Addition to Koochiching, by Northern Border Investment, LLC (Council action)
  3. Resolution establishing Three Funds for Sales Tax Bonds and Projects – Tentative (Council action)
  4. Resolution Approving Payment of Claims and Accounts Payable June 22, 2020 (Council action)
    1. Authorize transfers/payment of claims for Airport Fund reconciliation of $120,287.54 and deficit existing December 31, 2019 year-end in the amount of $931,454.00.
    2. Authorize payment of claim to MnDOT for local share of Highway 53 construction project in the amount of $2,635,834.95.
  5. Appoint voting delegate to the 2020 Virtual Annual Conference Business Meeting of the League of Minnesota Cities on Thursday, June 25, 2020, at 1:00 P.M. (others may attend) (Council action/information)
