September 19, 2022 City Council Minutes

A regular meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 19th day of September, 2022 at the hour of 5:30 P.M.

MEMBERS PRESENT:       Councilors Ditsch, Holden, Krause, and Mayor Droba.

MEMBERS ABSENT:         Councilor Buller.

 

APPROVED agenda as presented MOTION by Councilor Krause to approve agenda as presented.  Motion seconded by Councilor Ditsch and carried unanimously.
   
APPROVED minutes of the Tuesday, September 6, 2022 regular City Council meeting MOTION by Councilor Ditsch to approve minutes of the regular City Council meeting of September 6, 2022.  Motion seconded by Councilor Krause and carried unanimously.
   
APPROVED minutes of the Monday, September 12, 2022 Committee-of-the-Whole meeting MOTION by Councilor Holden to approve minutes of the Committee-of-the-Whole meeting of September 12, 2022.  Motion passed with Councilors Ditsch, Holden and Mayor Droba voting “yea” and Councilor Krause abstaining.
   
ADOPTED Resolution No. 58-2022 approving transfers, payment of claims, and accounts payable MOTION by Councilor Krause to adopt Resolution No. 58-2022 approving transfers, payment of claims and accounts payable for the second monthly City Council meeting.  Motion seconded by Councilor Holden and carried unanimously.

AUDIENCE Bob DeGross, President of the Rotary Club shared the Welcoming Community Initiative by inviting and encouraging the council and the community to attend two fall presentations that will focus on changes in our demographics affecting the diversity of people living in Minnesota.

MOTION by Councilor Ditsch to approve the Consent Agenda as presented:

Motion seconded by Councilor Krause and carried unanimously.    

NEW BUSINESS:  
APPROVED Board of Zoning Appeals set-back variance for Alexander Baker Limited Partnership MOTION by Councilor Holden approving the Board of Zoning Appeals decision on a side set-back variance for Alexander Baker Limited Partnership, 901 3rd Street, Board of Zoning appeals Resolution 01-22.  Motion seconded by Councilor Ditsch and carried unanimously.
   
Land Use & Legislation Committee recommendation:  
APPROVED telephone support agreement from Cady Business Technologies for the Mitel telephone system MOTION by Councilor Krause approving the platinum plan telephone support agreement from Cady Business Technologies for the Mitel telephone system. Motion seconded by Councilor Ditsch and carried unanimously.
   
Committee-of-the-Whole recommendations:  
APPROVED Memorandum of Agreement with Minnesota North College MOTION by Councilor Holden approving Memorandum of Agreement with Minnesota North College (previously known as the Mesaba Range Technical College) upon their merge with four other northern Minnesota community colleges.  Motion seconded by Councilor Krause and carried unanimously.
   
ADOPTED Resolution No. 59-2022 approving application to conduct off-site gambling for Ranier Recreation Club MOTION by Councilor Holden adopting Resolution No. 59-2022 approving application to conduct off-site gambling for Ranier Recreation Club to sell raffle tickets with the drawing to be held on March 26, 2023 at Bronco Arena, 1180 15th Street.  Motion seconded by Councilor Ditsch and carried unanimously.
   
ADOPTED Resolution No. 60­-2022 approving application for exempt permit for Bucks Safety Process, Inc. MOTION by Councilor Krause adopting Resolution No. 60­-2022 approving application for exempt permit for Bucks Safety Process, Inc., to conduct a raffle on November 22, 2022 at PCA, 400 2nd Street.  Motion seconded by Councilor Ditsch and carried unanimously.
   
REPORTS:

Reports of the Administrator, Attorney, and Department Heads

City Administrator Bergstrom shared that Business License renewals will be mailed out to businesses in the next couple of weeks.  Also, assessments of delinquent blight, water and sewer, and rental licensing accounts will be available at the next council meeting for approval to the tax certification roll.

The International Falls Fire/Rescue/EMS Activity Report for August 2022 was available for review.

   
Reports of Mayor and Council Committees Mayor Droba shared there will be a Special City Council meeting on Monday September 26, 2022 in the city council chambers to review and adopt resolution approving the 2023 Preliminary Budget and Levy.

Mayor Droba stated he has several open positions on Boards and Commissions Committees.  The Mayor encouraged anyone interested on being a committee member to contact him.

Mayor Droba addressed the situation regarding a homeless individual staying in Smokey Bear Park.  He stated city staff have been working with the individual along with the city Attorney to find him a place to stay.

ADJOURNMENT Mayor Droba stated that the next regular City Council meeting is scheduled for Monday, October 3, 2022 at 5:30 P.M.  Mayor Droba adjourned the meeting at 5:56 P.M.
