  2. Second and final reading of Contract Ordinance # setting rates collected as revenue supporting utility operations (Council action)

CONSENT AGENDA  The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present.  Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda.  (Council action)

  1. Approve Ameritas Dental Insurance Renewal Correction (Council action)

NEW BUSINESS

  1. Consider use of Smokey Bear Park and partnership with the International Falls Bass Championship for the 2023 International Falls Bass Championship Tournament scheduled for August 24-26, 2023 – Tara Arndt, IFBC board member (Council action)
  2. Consider adoption of Resolution No.     -2023 approving the International Falls Bass Championship application and permit for a 1 day to 4 day temporary on-sale liquor license for the Annual International Falls Bass Championship Tournament held August 24-26, 2023 at Smokey Bear Park, 600 Third Street, International Falls, (Council action)
  3. Consider adoption of Resolution No.     -2023 approving the International Falls Bass Championship application for exempt permit to sell raffle tickets, with the drawing to be held Saturday, August­ 26, 2023 at Smokey Bear Park, 600 Third Street, International Falls (Council action)
  4. Approve Amendment 1 for the State of Minnesota Contract DPS/SFM Hazmat PT_FY23-FY24 for hazardous materials (HAZMAT) Contract No. 220249 and authorize the Mayor and City Administrator to execute the amendment (Council action)
  5. Approve St. Louis County Rural Ambulance Service Assistance Contract, as amended (Council action)
  6. Consider Enterprise leasing program for City vehicles (Council action)
  7. Consider adoption of Resolution No. __-2023 application for exempt permit for Koochiching County Food Access to conduct a raffle, with the drawing to be held at the Library Bistro on February 25, 2023 (Council action)
  8. Consider adoption of Resolution No. ____-2023 approving application and permit for a 1 day to 4 day temporary on-sale liquor license for Rotary Club the annual Men’s Hockey Tournament March 17-19, 2023 (Council action)
  9. Consider adoption of Resolution No. __-2023 application for exempt permit for the Rocky Mountain Elk Foundation, Ash River Trail to conduct a raffle, with the drawing to be held at the Backus Community Center on April 1, 2023 (Council action)
  10. Accept letter of resignation from part-time Patrol Officer Carter Lagergren effective February 12, 2023 (Council action)
  11. Consider adoption of Resolution No. __-2023 approving 2023 Wages and Benefits for Nonunion Employees  (Council action)
  12. Confirm re-appointment of Barb Albert to the Housing & Redevelopment Authority, effective January 1, 2023 – December 31, 2027  (Council action)
