September 15, 2025 Public Hearing Meeting Minutes

A Public Hearing Meeting of the City Council of the City of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on the 15th day of September, 2025 at the hour of 5:00 P.M.

 

MEMBERS PRESENT:       Mayor Dill, and Councilors Buller, Kalar and Wegner

MEMBERS ABSENT:         Councilor Holden

STAFF PRESENT:              Betty Bergstrom, City Administrator, Jason Fisher, City Engineer, Bolten & Menk, Inc,       Laurie Humbert, Administrative Support Specialist, and Mike Wallace, Assistant Director of Public Works.

OTHERS PRESENT:          Brian Urban, Deb Peterson, Darlene Walls, and Jim Lyman

 

ORDER OF BUSINESS:

Introductory comments and explanation of purpose for public hearing, Mayor Dill Mayor Dill explained the public hearing was being held to act upon the proposed assessment of the improvements for the 5th Avenue West project.
   
Jason Fisher, Bolton & Menk, Inc Jason Fisher, Bolton & Menk, Inc stated the bituminous paving was completed on the 5th Avenue West project between 19th Street and 20th Street and the assessment was reduced due to the manhole that didn’t get raised and that the road will be signed as a 7-ton road.
   
Public input/questions/comments Brian Urban, 1912 5th Avenue West stated he still had concerns and asked if the manhole will be repaired and also if those using the road inappropriately can be asked to stop.  Jason Fisher stated he will follow-up on the manhole question and then asked for the name(s) of those using the road in the incorrectly so he can contact them.
   
City Council comments MOTION by Councilor Buller to recommend moving forward with the special assessment of the cost of Improvement for Bituminous Paving of 5th Ave W between 19th and 20th St in the amount of $45,967.44.  Motion seconded by Councilor Wegner and carried unanimously.
   
ADJOURNMENT Mayor Dill adjourned the meeting at 5:10 P.M.
