A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 22nd day of September 2025 at the hour of 5:30 P.M.
MEMBERS PRESENT: Mayor Dill and Councilors Buller, Holden, Kalar, and Wegner

APPROVED second and final reading of Ordinance No. 60 5th Series – regulating Tetrahydrocannabinol Product Sales | MOTION by Councilor Wegner to approve the second and final reading of the Tetrahydrocannabinol Product Sales ordinance to regulate the sale of any product that contains THC and is intended for human or animal consumption, excluding “medical cannabis” as defined by Minn. Stat. § 152.22, Subd. 6, as the same may be amended from time to time, (“THC Product” or “licensed product”). Motion seconded by Councilor Kalar and carried unanimously. |
ADOPTED Resolution No.64-2026 approving the 2026 Preliminary Budget and Levy | Mayor Dill spoke to how they arrived at a 20% levy and noted the Council is looking to approve a levy that is significantly less than that for a final levy.
Councilor Kalar concurred with Mayor Dill on approving a final levy that is significantly lower than 20%. Kalar noted that the current 20% breaks down to 10% general and 10% for ambulance. Mayor Dill noted that 10% is for what the normal levy is and the other 10% is for the ambulance. Dill explained that for the past several years the City has been providing advanced life support for ambulance and has not levied funds for that purpose. Mayor Dill added that during the upcoming year the City will be addressing how to restructure and reduce the cost of providing service in the future. MOTION by Councilor Wegner to adopt Resolution No. 64-2026 approving the Preliminary Budget and Levy Collectible in 2026 and setting the Final Budget and Levy Input Meeting. Motion seconded by Councilor Holden and carried unanimously. The Truth-in-Taxation Public Hearing and Input meeting will be held at 6:00 P.M. on December 1, 2025, with the final budget scheduled to be approved at the regular City Council meeting on December 15, 2025, at 5:30 P.M. |
