CONSENT AGENDA  The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present.  Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda.  (Council action)

NEW BUSINESS

  1. Consider approval/denial of the cost of the special assessment of Improvement for Bituminous Paving of 6th Avenue West between 17th Street and 19th Street – public hearing was held March 16, 2026 at 5:00 P.M. (Council action)
  2. Authorize use of Kerry Park Arena and support of public works staff for a community Bike Rodeo to be held on Saturday, April 25, 2026 from 11:00 A.M. to 1:00 P.M. – Scott Wherley, Chief of Police
  3. Approve Managed Information Technology Services Agreement between the City of International Falls and 3S Design LLC (Council action)
  4. Adopt Resolution No. __-2026 approving transfer of funds from Fund 250 Sales and Use Tax Fund to Fund 450 Sales Tax Construction Accounts (Council action)
  5. Adopt Resolution No. __-2026 approving transfer of funds from Fund 250 Sales and Use Tax Fund to Fund 421 Stenberg Capital Project Fund (Council action)
  6. Approve hiring Kayla Towner as a volunteer Emergency Medical Technician (EMT) (Council action)
  7. Acknowledge and accept letter of resignation from Robert Heinlen, Maintenance Worker I, effective April 3, 2026 (Council action)
  8. Approve 2026 restaurant license for Ronning’s Inc. (Council action)
  9. Public Works Committee meeting recommendation(s):
    1. Authorize Mayor Dill, Human Resource Director and City Administrator to review Public Works Director job description and explore the process of filling the vacant position (Council action)
    2. Consider Lem’s Electric quote for replacement of six (6) radiant tube heaters for Kerry Park Arena (Council action)
    3. Consider UHL’s quote for Fob Access at City Hall (Council action)
    4. Consider quote to replace doors at City Hall in conjunction with the Fob Access project (Council action)
    5. Consider additional handicap sign at Holy Trinity Church – Erik Strand (Council action)
  10. Committee-of-the-Whole recommendation(s):
    1. Approve advertising for and hire ten (10) summer seasonal employees for the public works department (Council action)
    2. Approve first reading of Ordinance No. __ Deer Feeding Prohibited (Council action)
    3. Approve renewal of the month-to-month lease agreement, as presented, with Backus Community Center for the International Falls Police Department, effective April 1, 2026 (Council action)
    4. Authorize working with the VFW Peter Graham Post #2948 on the design and placement of a memorial structure to honor Senior Chief Petty Officer Thomas J. Valentine (Council action)
