CONSENT AGENDA  The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present.  Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda.  (Council action)

NEW BUSINESS

  1. Consider request for support of Rainy Lake Medical Center’s 5k and 10k on August 29, 2026 in conjunction with the International Falls Bass Championship – Ashley Hall, RLMC (Council action)
  2. Adopt Resolution No. __-2026 exempt permit for Falls Memorial Hospital Foundation dba Rainy Lake Medical Center Foundation to conduct a raffle on June 17, 2026 (Council action)
  3. Consider request to co-sponsor the Koochiching Labor Assembly, Labor Day picnic on Monday, September 7, 2026, approval to request closure of 3rd Street from MnDOT, and use of Smokey Bear Park, Mark Thorpe (Council action)
  4. Mayoral Proclamation proclaiming April 13-20, 2026 as International Dark Sky Week in International Falls (Council action)
  5. Water Treatment Plant Rehabilitation Project Update – Luke Heikkila, Bolton & Menk (Council information)
  6. Adopt Resolution No. __-2026 accepting the offer of the Minnesota Public Facilities Authority to purchase a $13,876,914 General Obligation Water Revenue Note of 2026A, providing for its issuance and authorizing execution of a bond purchase and project loan agreement (Council action)
  7. Approve advertising for the Highway 11/71 Trail Project – Jason Fisher, City Engineer (Council action)
  8. Adopt Resolution No. __-2026 Ordering Improvement and Preparation of Plans for Bituminous Paving of 6th Avenue West between 17th Street and 19th Street (Council action)
  9. Consider request to enter into contract with FIRE CATT Precision Service Testing to provide annual testing of fire hoses – Adam Mannausau, Fire Chief/EMS Director (Council action)
  10. Approve recommendation of Chief Wherley to hire the following candidates to fill the two full-time Patrol Officer positions: Samantha Christie and Aiden Litfin (Council action)
  11. Consider advertising and hire for the vacant Public Works Director using the revised job requirements (Council discussion/action)
  12. Discuss vacant Building Official/Zoning Officer/Wetlands LGU position (Council discussion/action)

  2. Next regular City Council meeting is Monday, April 20, 2026 at 5:30 P.M.
