A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 13th day of April 2026 at the hour of 5:30 P.M.
MEMBERS PRESENT: Mayor Dill and Councilors Buller, Holden, Kalar and Wegner
MEMBERS ABSENT: None
| APPROVED Independent Contractor Agreement for building official services | City Administrator Bergstrom stated with the recent resignation of Kelly Meyers, Building Official state statute allows the city fifteen days to appoint, have on staff or contract with a Building Official. Bergstrom noted Meyers agreed to assist until the city has an individual on staff with the credentials necessary to be incompliance with State Law. Bergstrom continued by stating this process was necessary for the city to be able to issue building permits as well as complete inspections.
The draft contract was created by Human Resources, Stensland, City Administrator Bergstrom as well as Mayor Dill and reviewed by the City Attorney, Nelson. Bergstrom noted a typo in the contract under Compensation – Large Projects as it stated, ‘Contractor shall be paid 50% of gross building permit’ should read ‘Contractor shall be paid 50% of plan review fees.’
Mayor Dill thanked Human Resource Director Sherri Stensland and City Attorney Chelsea Nelson for taking the time to put this together in such a short time frame.
Councilor Wegner asked if there were other firms to contract with and if that had been investigated. City Administrator Bergstrom advised the city did receive a list of other firms from the MN Department of Labor and Industry. She stated that although there were additional options, they were all over 100 miles away. Bergstrom understood the limitations of this contract but it would be easier than contracting with someone at such a distance.
MOTION by Councilor Wegner to approve Independent Contractor Agreement for Building Official Services with KAM Inspections. Motion seconded by Councilor Buller and carried unanimously.
Councilor Kalar thanked the Mayor, City Administrator and Human Resources for getting the contract done so quickly and included that he felt it was a good way to move forward. |
