A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 15th day of June 2026 at the hour of 4:30 P.M.
MEMBERS PRESENT: Mayor Dill and Councilors Buller, Holden, Kalar (arrived 4:37 P.M.) and Wegner
MEMBERS ABSENT: None

MOTION by Councilor Buller to recess the open meeting at 4:32 P.M. and move to close the meeting for the purpose of labor negotiations strategy with a quorum of the City Council present pursuant to Minnesota Statute § 13D.03, Subd. 1 (b) facilitated by Betty Bergstrom, City Administrator, regarding the collective bargaining agreement for the International Union of Operating Engineers, Local #49, for the Public Works and Administrative Office Staff. Motion seconded by Councilor Wegner and carried unanimously. |

The closed session portion of the meeting was adjourned and the Council reconvened in open session at 5:08 P.M.
The Mayor stated that the Council had before it a Memorandum of Understanding provided by the International Union of Operating Engineers, Local #49, addressing stipulations regarding vacation time usage and spare operator position classifications.
MOTION by Councilor Holden to approve the Memorandum of Understanding with the International Union of Operating Engineers, Local #49, as proposed. Motion seconded by Councilor Buller.
Councilor Wegner asked whether the matter could be brought back for further discussion with Local #49 through a committee process before acceptance. Discussion followed regarding whether the motion could be amended and whether additional discussion could involve monetary considerations.
Following discussion, the motion to approve the Memorandum of Understanding Motion carried 3-2 with Mayor Dill and Councilors Buller, Holden voting “yea” and Councilors Kalar and Wegner voting “nay”. |
