Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
  2. The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
  3. Attendance by the public is not feasible due to the health pandemic.
  4. At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
  5. All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

  1. Remove from the table – M W Friends, Inc. dba Friends Garbage Service application for Year 2021 garbage haulers license (Council action)

     

CONSENT AGENDA The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present. Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda. (Council action)

  1. Approve 2021 license renewals, as presented

 

NEW BUSINESS

  1. Mayoral Proclamation Establishing November as Family Caregivers Month (Council action)
  2. Request approval of Year 2021 license renewals that may include tobacco and/or liquor applications, as presented (Council action)
  3. Planning Commission recommendation to adopt Resolution Approving a Conditional Use Permit for Fuel Storage and Distribution for Keep Properties VIII LLC (Council action)
  4. Approve closure of City demolition debris facility, authorize staff to notify the MPCA, and direct staff to perform all steps necessary to complete the closure (Council action)
  5. Consider demolition application from Jana Reff for manufactured home at 1700 8th Ave., #2 (Council action)
  6. Approve unbudgeted payment of $2,000 to the Soil and Water Conservation District (SWCD) for geotechnical engineering services to conduct Rainy River slope stability analysis payable from Engineering Dept. professional services (Council action)
  7. Resolution Summarizing Findings and Confirming Use of CARES Act Funds for Public Health Emergency Purposes (Council action)
  8. Any other business.
