Notice of Public Hearing for the Establishment of a Subordinate Service District for the International Falls Ambulance Primary Service Area

Notice is hereby given that the Koochiching County Board of Commissioners will hold a Public Hearing on Tuesday, February 24, 2026 at 5:30 p.m. at the Koochiching County Courthouse, Third Floor Historic Courtroom, 715 4th Street, International Falls, MN 56649.

The purpose of the public hearing is to receive comments on Koochiching County adopting a resolution that establishes a Subordinate Service District to help fund and therefore sustain Ambulance Services for the International Falls Ambulance Primary Service Area within Koochiching County.

Summary of the proposed Koochiching County Resolution:

  • City of International Falls currently operates the ambulance service and has contacted the County Board concerning the unsustainable financial status of the ambulance fund without receiving additional revenues from all areas of their service area.
  • MN Stat. 375B grants the County Board authority to establish a subordinate service district to finance services not provided by the county at large.
  • The subordinate service district shall include all properties in Koochiching County within the International Falls Ambulance Primary Service Area boundaries.
  • The County Board will pursue contract negotiations with the City of International Falls to provide Ambulance services to properties within the International Falls Ambulance Service Area.
  • County board shall have the authority to annually determine the funding mechanism and amounts for the subordinate service district by means of property tax levy, or service charge, or combination thereof.
